It's heavily hinted at that she died shortly after childbirth. I think Chuckie is about a year old at the start of Rugrats as he is a little more advanced in what he can do (ie walk) compared to Tommy. In the flashback showing Chuckie's mom he looks fairly newbornish, like very little hair and being smaller than Dill.

Definitely dead. And if you think about it relatively speaking, Chas moved on really damn quick.

The one I always found rather cutting is the episode where DW is embarrassed that she believed she ate a poisoned potato chip, the moment where she thinks her mom is making fun of her.

It was more heartwarming, but there was that one 9/11 inspired episode where Arthur felt concerned every time his dad had to leave for a job, and was scared he'd be in a fire again.
Having a dad that traveled a lot, I could relate, and always felt teary-eyed at this.

I remember when this first came out and I heard the music when this spider-legged fucking tower just... walks into a town and mows down the entire population with ghostly odnance, which silently phases through all matter into their intended targets, and makes no notable sounds except a ghastly hiss of ghosts as if the expungement of the ethereal spirit as it changes the people's very mentality to be one more accepting of nihilism and existential dread.
