In tstory for the second game, he was involved in finding Kara when she landed on Earth and keeping her hidden after the Regime fell as well as helping bring down Brainiac's

Not really, some characters were just plain unnecessary like Joker and Poison Ivy. Those two should've been dropped for Black Manta and Livewire if they wanted to two more villains.
Joker might have been unnecessary but Ivy plays extremely well and was a much more interesting villain than Bane for example
