I dont know about Rossiu but Genome said he tried to keep people from coming up and continuously warned them but people did not listen and so he did the whole "I have to save everyone by being their villian" I mean not letting any of those beast people in on the plan was stupid since yeah it created a real threat to the people but you just end up killing the people you wanna protect.
