Well the original episode went into detail about how bad Bart treated his sister,
even going so far as to ruin her birthday, just because he didn't care.
Then the fake Michael Jackson explains to Bart how important it is to care for your family, because a day may come where its all you have left.
Bart finally understands how much he hurt his sister, and with Michael he makes a touching birthday song in which he explains to Lisa how much she means to him.
Then 20 years later he does it again because he's a lazy MAN who will never accomplish anything in his life so he decides to just redo the thing that originally worked, shitting on the notion that the character actually learned something the first time.

And that's the problem with the return of Michael Jackson in that episode,
they had already established that Bart was capable of personal growth, and the sequel clip showed that this ultimately wasn't the case.
Like having an entire episode about someone battling cancer, and beating it.
but then 20 years later they say "oh yeah character actually still died a week later lol"
