The real question should be whether you still cast Cleo as an attractive actress or not - if the desired effect is for her to have the same impact in the film as she allegedly had in history then translating that into a modern day beauty is arguably justifiable unless you're just hellbent on making her unattractive to make some modern day message instead of a visually understandable narrative.
With Egyptian makeup, even average becomes beauty. Latest example. Take a look at Sofia Boutella. As princess Ahmanet, with wig, and makeup she looks 3time more attractive.
