There was a lot of internal turmoil inside the studio, people in charge were getting constantly fired, so no one paid attention to what Verhoeven was actually doing. Once studio execs took a real look at it it was pretty much finished and it was too late to pull the plug.

Verhoeven is a genius. His masterpiece is Showgirls but I'd put this in a joint second place with Robocop.

You clearly didn't know that at the time of it's release that most critics panned the movie because they all thought it was some fetishistic glorification of fascism. Paul Verhoeven uses the same kind of satirical style he used in Robocop's satire of 80s corporate culture but he turned the veil of sincerity even higher for this one.
