Well, theoretically she would only need to train like hell under Kenshiro, and find a way to unlock The Unconscious Transmigration of Souls. Then she would be able to assimilate the moves of everyone else by simply sparring with them...also why does Mr. Heart get so much attention compared to other one off villains?

Shiva already knows some degree of pressure point crazy, so she'd definitely have a good time. The problem is that Hokuto is super reclusive and secretive, so unless her or Cass reaaally caught the eye of Ken or Raoh or Toki, odds are they'd be stuck self-learning. Although with their body reading abilities, that might not be so far-fetched...
On the other hand can you imagine how Cass would react when she saw Ken kill a guy through the lens of her body reading bullshit?
She'd be much more comfortable under the tutelage of someone like Toki.

Shuu was a cool guy.
The great thing about Toki is that he too was trained as an assassin, but transformed those killing arts into tools of mercy and compassion, which is what Cass herself strives for. And while she wouldn't be cool with killing anyone, she'd definitely appreciate Toki's merciful death techs more than Ken's EXPERIENCE TEN LIFETIMES OF PAIN IN FIVE SECONDS WATATATA!

As cool as Raoh is and all, the story focusing on Shuu and Souther is my favorite part of Hokuto no Ken. Both of those guys just really appeal to me.

It has the characters of the game, simple as that. Jagi is there because, while appearing little, he is one of the four brothers and is pretty popular(not sire if it was the writer or artist who said he's his favorite character).
Heart is the reecome of hokuto, he's usually there to represent the lower leveled villains. Not sure why he's used as much though but there's little else.
The roster is weird in general, it only focuses on part 1 yet shuu, ryuga and the goshasei arent there. Thankfully kr2, while not as good as kr1, corrected that.
I'd love to see Rei's face when he sees Cass' scars.
heart was the first villain to actually give ken trouble in the anime (timeline ignored) so he became pretty memorable by default.
most are just gimmick villains that never really gave him any trouble.
that and he's pretty much a cool guy except for being hemophobic (causes him to go berserk).

Juza was just great, like how he tricked Raoh into a fight just so he could steal his horse and basically slow his advance.

He was but he was one of the few larger characters to be left unplayable. Him and Uighur definitely should have been.
