Anti hero is a person with good intentions that uses pretty brutal ways to get there, but doesn't go over the line
Anti villain is a guy who is not interested in good intentions in general, but isn't overtly cruel or maligned, and will aid if need be.

Yes, but he also derived pleasure from seeing people subjugated and/or straight up murdered. It's pretty safe to say he'd probably be doing it even without monetary incentive since no one would really be able to stop him. Come to think of it, kid but is another good example of a villain that enjoys what they do. The little shit just goes around murdering planets for shits n giggles.

The closest (but best) example of this being done in the West is Wonderful 101, which is basically just a playable cartoon.
