Lapis forced Jasper to stay in the fusion. Jasper didn't want to be there at first. In Chille Tid, Lapis was using her hold on the water cuffs, represented by the water bubbles around her hands, to try to keep Jasper from gaining any control and unfusing. She had the control and had them in a bad place under the ocean and thus could stop them from unfusing. Just like Jasper managed to stay fused with corrupt doggo for a small moment of time even though doggo didn't want it. Except Lapis is much stronger and could actually hold it.
By the time of Malachite's final episode, and hinted at in the end of Chille Tid, both of them are losing themselves in the fusion. That doesn't change the fact that Jasper was forced into it and wanted to leave at first. It just means that after so much time fused, they both started to fade into the fusion's mind and lost their individual fights and goals in favor of their mutual hatred: the Crystal Gems.
After unfusing, both got used to being in the fusion because fusion is addicting, as we learned. That is why Jasper wanted to be back in it, not because she ever initially wanted it. She did not once she realized that Lapis planned to use the fusion as a jail cell.

We saw Jasper trying to break free of Lapis' hold. It could mean she still wanted out, it could mean that she wanted to take control. But this is only because she's been kept prisoner for months and wasn't allowed to unfuse the way she very obviously and not up for debate wanted to when Malachite was first formed.
Lapis had the control at first and kept Jasper trapped in a fusion she didn't want to be in until Jasper got lost within the fusion and how powerful they were. As elements of a fusion do, as shown by the whole Sardonyx arc.

Jasper was being held prisoner. She wanted to be freed. But she wanted to be freed so she could continue fighting the Crystal Gems. Lapis, for her part, was angry and needed this catharsis. Jasper was the representative of the homeworld that had imprisoned Lapis for millenia. It was payback, vengeance, and justice all rolled together.
Jasper got what she deserved. She should have known better than to fuse with an unwilling participant. And she should have known better than to fuse with a corrupt Gem.
