There is a bizarre narrative in this movie. It looks like he's the bad guy because he's a heterosexual male. They made a point to show him living in a nice residential area with a nice wife and kids and he fucks her good.

For Guillermo it's about outcasts vs mainstream. Strickland is a white guy, sure, but that's just part of being the spitting image of 50's success. He's got a nice suburban home, a nice car, a steady job, a blonde wife and 2.5 kids, he's completely normal other than the high-secrecy government work. By the standards of the day, he's a complete success. Our heroes are weirdo outcasts that masturbate every day or try to hit on pie-shop attendants, whose "success" is either scrubbing toilets or painting posters in a dying industry. It's meant to be a classic subversion of social hierarchy, outcasts winning over the top brass. It's not "bizarre," it's par for the fucking course in movies from the fucking silent era to now.
