I'm still bothered by how they just destroyed the nuance of dukat's character and the relationships of other characters with him from waltz onwards. It just feels so fucking half-assed to make him into space satan. Particularly when most of the series operated in very distinct shades of gray.
The fact that he got dragged down with the prophet lore garbage was also awful.

I think Ira Steven-Behr knew where he was going to an extent and was trying to find a way to wrap it up. He saw the Dukat character as being the most convenient storyline wise. They hadn't built a good enough villain up to that point to play the opposite of Sisko so this was all he could do.
But how many of us, I wonder, listened to Sisko's speech at the end and felt a little bit of cognitive dissonance given that Dukat was always portrayed in a very either/or manner? Waltz was a great episode but it ended on a confusing note that eventually lead to the character's demise (although Covenant was very entertaining and could still be wished away in comparison to what happened in season 7).

Secondly, it's entirely consistent with his character; he makes many such decisions.
Thirdly, that screenshot couldn't possibly be from "at least four years before he said that line" because DS9 only ran for seven seasons and that uniform was brought in during season 5.
