Judging by the schematic with Demencias outline she was created by doctor Flug. She was made in a lab not born. She may or may not have heightened animal themed/based abilities & powers due to her role as 'the musle'. Those abilities will most likely be lizard/reptile themed. She may have been created in a similar vein as 5.0.5 and meant to be a killing machine, but like 5.0.5 didn't come out as intended. Only difference being instead of turning good, she has an obsession with Black Hat, and thus is now assigned to act as a bodyguard instead of an assassin.

There is the usual "Black Hat killed the entire CN universe" stuff, but this one might just be overanalyzing background details.
Also, I once saw a Faust play where the Faust kinda looked like Flug (he even had a paperbag over his head once) and where Mephisto looks like Black Hat. I think that Flug was the one who summoned Black Hat because he wanted to know more and that they did some crazy stuff together as Black Hat showed him stuff. Dementia just came later because Black Hat turned a lizard into a human to mess with townsfolk, while 5.0.5 is a result of Black Hat protecting Flug from a bear which was about to maul him.
