As for Goku - It depends on how he's drawn in the episode. His eyes and skin tone vary. He definitely looks white as a "super" something or other.
I say most of the time he's a pale-skinned asian. The ambiguity of his design lends itself more to a fictional alien race than superman. ESPECIALLY because china or thailand or japan don't exist in the DB universe. He's travels across the continent since childhood, so it's hard to give him a label like "American" for clark kent.

When the artist draws the eyes "incomplete" like that, the effect is kind of reminiscent of an epicanthic fold. Since it makes the eye blend in with the skin more, it comes off looking squinty.
