The Batmobile is designed for getting around a city really fast, not for combat.

Batman isn't against seriously harming someone. He just won't lethally injure someone.

There was a comic about 10 years back where a bunch of Gothamite random mooks were discussing how they might want to move to Metropolis. When asked why - given that Metropolis has Superman - the mooks point out that,

1) Superman actually rarely intervenes in street-level crime unless he's already nearby, leaving that for the cops (Supes is trying to help people, not replace them, after all).
2) Superman is so far above a street-level criminal that he doesn't have to hurt them in order to stop them - he'll just super-speed away the gun, vandalize a telephone pole to tie them up, and then give them a speech about how to better their lives, perhaps even recommending a rec center, church, or some other place.
3) Batman, on the other hand, is ultimately just a guy in a suit who has to treat every street-level thug as a potentially lethal encounter (because let's be honest with ourselves, the most likely end for Batman isn't the Joker or Two-Face or Ra's or whatever, it's being shot by a random street thug in an ally). This means that even though Batman won't kill, he has no problems breaking bones and joints or causing lifelong, crippling injuries.

Batman isn't antigun, he believes trained and skilled people don't need guns. He has no problem with cops using guns. He believes guns are for pussies and cowards as he maintain the idea that Joe chill without his guns was uncapable of taking on his dad.


Bruce Wayne on the other hand is pro regulation. But regulation doesn't mean antigun either.
