Hollywood is far too concerned with "sending a message" and too little with being actually fun or entertaining.
hollywood female characters at this point in time are designed to one up all others in the story or speak to some kind of higher truth incapable of being perceived by others. studios and creators think that current political strifes (real or imagined) should be heavily reflected in their media. identity, self-discovery, and "equality" are common memes.
animu female characters are designed to serve the fundamental story and character interactions while also acting as fanservice to draw people in. occasionally injecting morals and empathetic messaging, japan otherwise treats its media first and foremost as entertainment. anything veering towards art tends to speak to the larger human condition or specific issues (lethargic bureaucracy, the impact of nuclear proliferation, eroding virtual/reality barriers) instead of individual identity crises.
i won't argue that one is necessarily better than the other. if anything, both are moving further towards their respective extremes much to the detriment of the viwer.
Because sjws and feminists here believe that the only way to depict a strong female character is to reject femininity alltogether and make her more like a man. Take the new Tomb Raider for example, current strong females need to be flat chested, more androgynous, had to loose the breasts and make her less feminine. Think of any current strong female, Rey, Phasma, Arya, etc. And hence all the unrealistic scenes of women knocking out multiple huge men. Japan embraces feminine women and can write strong females without turning them into men.

it's more of this postmodern philosophy that one is worth more than what they're born with and what society tells them they should be, so they consciously reject femininity.
