Recoome's deal was just absurd stamina from ballet practice.

Recoome took a beating from Vegeta, Krillin, and Gohan without slowing down. That's what sold the character; Vegeta thought he was as strong as any member of the force and he couldn't even beat the second guy they fight.

It's important that Goku was faster than the speed guy. He trained his strength and you saw that with Recoome but Goku's never been particularly fast up until that point. It took him forever to run down snake way, it took him way too long to get back to Earth, he had a hard time catching the fast dude in Hell.
