Anyone would have had they seen the theatrical. Neither Scott nor Ford wanted the voice over narration, and it shows. But on technical aspects and cinematography, it was state of the art. 2049, not so much - just Deakins spew and rehashing elements from the original.

I'd think it'd be in the mid to late 1980s as a result of major technological and/or scientific discoveries which didn't happen in our universe.
Apparently spacetime dickery to produce anti-gravity effect to make flying cars and cheap spaceflight possible was realized around the same time as the development of replicants (and whatever technological/scientific breakthrough was required to make building synthetic lifeforms possible).
This could've been coincidental, but some have theorized there could've been divergent development in computer architecture to make AI-learning develop further than in our universe.
