I just liked the dynamic between him and Robotnik, especially as he started becoming treacherous, and Robotnik was aware of it.
He's also someone for Robotnik to bounce off of that wasn't a retarded robot. I like Scratch and Grounder well enough, but they were more of a Rockstead and Bebop type characters, while Snivley was the Shredder to Robotnik's Krang.
