most of the watchmen in the comic are second generation, so they were trained by the superhero who passed the torch to them. The comedian was 1st generation but he was a trained combat veteran and mostly relied on brute force, night owl was basically batman with all the tech gadgets and shit. They are not superheros like superman or spiderman, they are just well trained vigilantes. Also you have to factor in that they didn't fight weird super villains who could fly and shoot lasers out of their eyes, they were all just normal people. Why is it that no one in gotham city has ever just taken a gun and shot batman in the face...

Honestly OP should just read the book if he wants to know about how the Minute Men started. Hollis Mason's biography is the best part of the book.
Also people try shooting Batman all the time, he either uses his bulletproof armor or batarangs them. Also the cape helps throw off their aim with misdirection.
