You can 100% skip 2 and lose nothing. 1 introduces Ethan, obviously, but also introduces Luther.
A character introduced in 3 plays a larger role in Ghost Protocol. A character introduced plays a larger role in Rogue Nation. Additionally, a character in Rogue Nation and the antagonist are both prevalent in the trailer for Fallout, and I've heard rumors Henry Cavill's character may tie back to the first or third movie.
You should watch them in release order, but you can skip two. Every movie has different/new supporting cast members, but one from each movie (except 2) becomes reoccurring. You probably should definitely watch Rogue Nation before Fallout as from the trailer alone there's 3 important characters returning from it.
