Unforgiven is his masterpiece, but Flags of Our Fathers/Letters From Iwo Jima, Gran Torino, High Plains Drifter, The Outlaw Josey Wales and Million Dollar Baby are all great films. Hell, even Invictus was at least good.

But I thnik the point of the movie is more to honor the guys who stopped that attack, and to show that no matter what we need to try to stop these terrorist assholes because it is possible, not to run away and allow them to attack more. Add in some American values which led these men to put great risk in order to save strangers not even from their country, and it's a movie about good men doing something to stop evil. SO in a sense it's more PSA then wow amazing movie about heroism. I think that's why he added the real people as actors so that they could be honored in a movie that most critics would be meh about.

There have been about a half dozen War on Terror movies where a substantial portion of their budget was provided by the US government.

Hurt Locker and Zero Dark Thirty were probably the best of these propaganda movies. Lone Survivor probably the worst.

Because Zero Dark Thirty was written already before bin laden was killed, the whole third act was rewritten and nothing else. Zero Dark Thirty doesnt center on the bin laden compound attack till the end. This film is centered around a 7 minute train attack for the whole thing.

The major studios have an agreement with the military and intelligence agencies to make a few propaganda movies. Back in the 80s and 90s it was "make a sympathetic movie and we'll let you use our planes" now they just straight up bankroll a minority portion of the movie.
