It was pretty cutting edge stuff in 1999. It hasn't aged well though, unlike Team America.

Firstly, it was funnier at the time because Saddam Hussein was a topical figure.
Secondly, it's not like it's a main joke, it's just there to reinforce the main idea behind the movie, which is that people shouldn't get their panties in a bunch over vulgarity in immature tv comedy because there's more important things in the world to be worried about.

The Simpsons Movie was an underrated gem. The world building alone was worth the price of admission. It has already had a huge cultural impact, though I must admit it fell apart in the third act.
