It absolutely was not. It was just unappreciated because it was deeply cynical about the political optimism of the Democrats post Bush that came to nought.
He's supposedly been working on some Marilyn Monroe pick for years but nothing has ever come of it. He also has the rights to McCarthy's Cities of the Plains but also nothing happened with it.
His films aren't commercially successful so he will always have an uphill battle to get funding unless he gets top tier actors invested in what he's working on like PTA does.
Because there is virtually no funding nor interest in Australia for the creative arts, TV is a propaganda vehicle for Murdoch, we have tall poppy syndrome as a people.
There's a reason every successful Australian actor has had to go to Hollywood and do American film/TV to become known. Hardly anyone, particularly larger media, supports local artists.
It's because it's not financially viable for private investors anymore. Virtually all funding for film and television in Australia comes from the government and these out of touch boards have no clue what they're doing and worse ridiculously impossible prerequisites to actually get funding. Even Wan and Whannel when they developed their Saw short and script did not even bother trying to get funding here because genre films have no chance, they went straight abroad.

It's not what it says but how it says it.
Zero subtlety and too topical, it already aged like milk. Characters constantly used as mouthpieces instead of visual storytelling or interesting subtext, the constant tvs with speeches in scenes backgrounds to make the parallels really heavy handed. It's neither a good political film nor a good crime film. Lack of subtlety also applies to the genre treatment, ie stuff like playing Lou Reed while a character shoots H. It's really dumb and tasteless, compared to a classic like Eddie Coyle or Point Blank which had the cynical social subtext while still being kickass genre pulp. I really wanted to like it but was very disappointed. It's not complete trash but still... He really had his head too far up his ass.
Also interesting that he wants to adapt Mccarthy, The Counselor had very similar issues.

I'm not sure it's aged like milk desu. I watched it maybe 7 months ago on a whim because I saw it was on in the EPG (got it sitting on the shelf in dvd but whatever) and it probably seemed a little more poignant and telling than I initially remembered. I'll admit it can be a little heavy handed in its political subtext and does lack subtlety but it doesn't stop it being a strong film. It's never going to be one of the best of its genre but at the same time I think it's unfairly maligned.

It's an interpretation of the Ronnie Corbert Chopper which in itself was already an interpretation of the Eric Bana Chopper which was an interpretation of the man. The parody has actually taken on more life than the man. It's actually quite comical when you think about it.
