That was Spain only, we had a slight delay after the last general elections but a coalition was formed and everything resumed as normal.
Spain however has been without a proper government since the December 2015 general elections. The right wing party won without majority, tried to make a government, was denied, the King scheduled new elections this year, the same thing happened, and only this saturday the situation will finally be solved, when the socialists let the right wing party form a minority government.
Despite all that, the spanish people couldn't give less of a fuck if I heard correctly.
Congress could in theory reduce the Supreme Court to a single member. They have virtually unlimited power of the composition of the Court. They have the same power over all of the federal court system. Cruz is wrong if he suggests that not filling vacancies is a common thing, I can't think of many cases of it. But it's certainly within their power and when the Court has moved this far left on so many issues, I think it's not unjustified.
FDR tried to pack the court, which met with outrage from all sides as they considered it a dictatorial move. He withdrew the idea, but the Court quickly became more friendly towards him.

Cruz is Trump's Yamcha. A threat for a few episodes, then someone waiting to turn on him, then ultimatly, a loyal friend. But he's always been and will be kind of a joke.
I don't see any of his real enemies being redeemed, Trump will have no Vegeta. At most they will only fall in line, kowtowing to avoid destruction.
