She wasn't always competent or a genius.
Her gimmick was that she was a tenacious rookie and the daughter of a super-villian who felt the need to do something about him.

She was always portrayed as an amateur until she started training with Cass who along with Batman didn't want her doing vigilante work in the first place.

And she was "ideal" as in the fact that Batman could have trained her and turned her into the sidekick that never disobeys unlike Robins which always show an high level of independence

Gates of Gotham, basically Bruce's kids (save Jason) have an adventure when Daddy's out of town in trying to stop someone from destroying Gotham's landmarks and Gotham itself.

Tim/Cass keep upping the closeness they have with each other until the final issue where this happens.

It was supposed to lead-in to Snyder with Capullo, and the former setting up Cassandra's future status among the family again

Then DC editors took Cass from Snyder and said she doesn't exist for an entire year. So he created fan favorite Harper Row instead to fill the gaps that didn't have Cass now.
