Money doesn't bring stability to a broken community with family and mental health issues. It doesn't bring inclusivity and productivity when chiefs hog all the wealth and don't give two shits about their people. It doesn't stop addictions from plaguing whole nations. Something more than throwing money at the Indigenous must be done... but nobody cares. Everyone holds hands around a campfire and sings Koombyaa and calls it a day. For a serious response, Canada has an indigenous population with many of the same issues we see in our indigenous population. The aust govt keeps an eye on Canadian justice, prison and rehabilitation programs to see if they've magically come up with anything that works since we've come up with fuck all so far.

Given budgetary strains, I don't see an improvement in government intervention, here or there.
I think the governments need to enact a split system, one that will help and allow the Indigenous to smoothly transition from reserves to normal life with the average Canadian / Australian, what have you, and also a system to maintain those reserves and bring them up to par so that the ones who want to stay behind aren't neglected. And that'll mostly be the old ones who will eventually die anyway. THEN you can make those reserves new expansions for neo-colonists to expand the country away from the main cities that are slowly becoming liberal cesspools. There is a TON of unused land in both our countries that the Indigenous sit on. It's good land when the country gives half a shit about maintaining and upgrading it.
Indigenous peoples just want to be respected and have the right to practice and learn about their history and culture. It's actually the same shit most "poor oppressed white males" on this board want. We need to stand by and help our brethren.

It's not as straightforward. The outback communities on traditional land are literally in the middle of nowhere and there are no jobs and no reason for any one else to establish a township. As the indigenous townships are self governed, 9 times out of 10 they are a hot bed of alcoholism and sex abuse, with porn vids playing 24/7.
At one point the govt sent the army in in some places cause it got so shitty, but no ones comfortable with whites going into police black communities. Another idea was to remove all the children and send them to boarding schools to escape the abuse but of course politically that's a mine field.
They want to govern their own communities but they can't and no one knows how to deal with it. Even if they decide to make a community alcohol free, the young folk will pile into a ute and drive a load back from somewhere else. I hate the shit that goes on but I'm buggered if I know where to start
