It's not like the peasants were negroes on plantations. It was a rational arrangement of agrarian economics in a country that was able to defeat then-mighy Sweden, Poland and France. And yeah they would use newspaper to insulate their walls as a luxury. But it was the same sort of rules for a long time, serfs could be killed whipped or torturerd and had their marriages arranged etc.

There were hierarchy within serfs. If a serf is smart he could keep a managerial position, if he's way too smart he could get a way out of serfdom and start another career. If he works hard he gets bonuses. And so on. You somehow have to motivate people and physical punishment is usually not an option.
