It's a pretty stupid and suspect premise i agree.

My guess is that they came up with the concepts for the three powerpuff characters first and then at the last minute, realised they needed some sort of origin story and just went with the mad scientist trope, but added the twist that he's actually a benevolent father figure to them and that he created them by accident.

In the end, it's a cartoon for children OP. I'm sure you might this hard to understand, but this program probably wasn't designed to stand up to adult scrutiny.

Usually they're bribed somehow, or tricked into thinking its some sort of photoshoot thats gonna make them famous.
