Yeah, after the huge success of the anime film adaptations in hollywood, it really is a mystery why nobody has taken this incredibly popular series with a passionate and widespread fanbase.
Especially after the critical reception of the last attempt to use the property.

They're testing waters with all those other animoo live action movies. When they get it right, they'll ace this.

I wouldn't watch that. No one would. Wouldn't make any money. We want to see it compete with the big movie franchises right now. Would love to see it live action.

for television production it depends, they'll bite the cost when it means faster production time, in turn cheaper on the long term.
people will hate if it's animated, people will hate for being live action. However, with 2D you woun't have to worry about actors getting ugly or out of shape as long as they don't begin to sound like a chain smoker. Don't get your hopes up of a DBZ movie doing gangbusters in the middle of summer. A winter or fall release would be a better fit - just start off small then work it's way up. They didn't break the bank when they made the first james bond movie, they gradually increased the budgets when the films as a series gained popularity and massive box office returns.

A lot of elements of Dragonball wouldn't translate well to live action without some adjustment
