No. Hancock showed a story of personal growth and understanding one's self and the world. Black panther if anything was racist against blacks. Yeah I know people have been bitching about it being black propoganda, but look at how it ended. What would have been WW3 was prevented by a white guy, and when the two main black males disagreed, they chimped out on each other, destroyed all their own shit, and started killing each opposing faction in mass, just like they do in real life riots. They get pissed off about being oppressed, a riot starts, they burn down their own neighborhoods and their own stores, loot and pillage from black families, and then turn around and blame other races for it. The two movies are nothing alike.
