I should not have phrased my post that way. I was trying to say he's in Avengers because Shield picked him to keep an eye on or liaise with Avengers and the reason he was picked could be any of the reasons a soldier or agent gets picked for an assignment.

Any extremely well trained agent maybe, which he and BW are. They arguably the BEST agents of shield, which is why they're on the team.

He does have a pseudo-super power, which is that he doesn't miss, apparently not even at golf. It's never explained though we're encouraged to believe that he's just very skilled.

The thing that he and BW bring to the team is espionage, the Avengers aren't just for battle, they're for everything. You never know what skills are going to be needed so they have people with complementary skillsets. Having people with recon, tactical and infiltration skills helps. BW is better at hacking, disguise, lying etc and he's better at range, surveillance etc. They can kind of cover for each other as well which is helpful.

A bigger reason for Fury to put them on the team is because they work for him and give him insight and control over the team regardless of what else is going on, not that that would be enough if they weren't sufficiently badass in themselves.
