What was the point of pushing Sam Wilson as the one true Captain America when he's being demoted to Falcon in Legacy?

Movies made him a popular character. It's the only explanation I have.

I'm more confused if the idealized Cap disappeared after the battle, who is starring in the new Cap series?

Spencer was butthurt that no one liked his shitty Captain #BlackLivesMatter book. So he decided to make Steve Rogers Hydra to prop up Sam. It failed because more people would rather read about a Hydra than Sam. Spencer then decided to use an mini crossover to build up Sam as the REAL Captain America. Brevoort saw this crossover and decided to promote to big summer event. But then he and editorial had Spencer change it so Steve is redeemed at the end because of backlash. Despite this, Spencer still wanted to shill and push Sam as Captain America even though he knew Sam would be Falcon again in a few months. None of this matters because Spencer is being put on a gag comic then he'll probably leave for Image.

It's why despite Steve Rogers soloing his hydra doppelganger with Thor's hammer to save the day, he's NOT EVEN PRESENT in the victory lineup at the end of Secret Empire 10.

Because Captain America (Steve Rogers) makes marvel fucking billions of dollars thanks to the MCU, videogames, and even shit like agent carter and agents of shield, while the Falcon is a minor character. Marvel comics exists almost entirely as a character farm for the actually profitable elements of the franchise.
