Campaign finance records from 1990 showed that Pence had been using political donations to pay his mortgage, his personal credit card bills, his groceries, his golf tournament fees, and his wife's car payments.

Unfortunately it wasn't illegal yet. But the FEC used this very situation to bar candidates from using campaign funds for personal needs. All because of good old Pence.
