If you judge Moffat and Chinball on the shows their famed for outside of Who, Chibnall seems much better;

I think the best example of their differences is their first scenes they wrote for their tenure (Their Doctor's first lines). Moffat made 11 go off on a spiel about his body parts and shout a catchphrase, while Chibnall made 13 say two lines.
Though Chibnall may still turn out shit so I wasted time arguing for him.
They were supposed to essentially be the same show. Like with the Office, it was a successful idea that they made different versions of in order to make a bit of money abroad.
