Can't speak for the USA (or even outside of my province), but I believe here it is the homeowners responsibility to pull the permits and apply in name of the contractor.

In non-shit states/cities its mostly a formality and only enforced for contractors. It prevents anyone from blaming the city when some idiot burns down a whole street of houses because he fucked up some wiring. In my city you technically have to get a permit to build a new fence for example. When my dad went to go get a permit to do that, the lady at the office laughed and said she had never seen someone actually get a fence permit in the 20+ years she worked there. I have never gotten a permit to do any of the work I've done on my house and I don't know anyone that does, with the exception of major electrical work that requires pulling out the meter.

The real humour of this is the permit raj in urban areas is something demanded by leftist nimbies. Will be interesting to see them ignore this and at the same time demand increased regulation at local levels

yeah... there are minimum construction standards that must be met in order to use or sell the property... otherwise it may be deemed unfit for human habitation and the local government would be tasked with removing the health hazard.

This is exactly how the contractors do it though. Do you really think the mexicans who build houses have engineering degrees? Modern home construction is simple as shit and Home Depot has basically every kind of material you would need to build a house from scratch. The hard part is almost entirely in getting the foundation right and proper electrical wiring. Shoddy home construction is usually a result of laziness and penny pinching more often than poor design.

A good inspector can catch anything that is going to be a problem. And even still, the only thing that rationale would work for is wiring, plumbing, and sizeable additions. There is no reason why building a new fence or hanging new drywall should require a permit.

Here, it depends on the agreement. For rich people (the Clinton's aren't remodeling a double wide) they usually don't want to take the time to find the office, get the right permits, schedule the inspections. They just pay you to deal with it.
Sometimes you get a stay at home mom, who wants to cut the cost, and will act like a general contractor. Hires separate sub contractors, sets the schedule, gets the permits.
I have ten years of doing this, and I'd assume the Clinton's hired one guy to GC the process. It's more expensive, but all the headaches are his job.

I'm talking about the inspector you hire before you buy the house. Unless you hire a shitty inspector, he's going to be able to tell if your house is about to fall down on top of you. I think alot of people don't realize just how poorly made a house has to be before it actually becomes a danger. And the article says "renovations". Unless you are altering the actual architecture of the house, there's not much you can do to cause a dangerous situation. Permitting in this case is just a way to suck extra taxes out of people.

i agree with your post, but that is why permitting is required. the inspectors have the knowledge required to make a professional determination of acceptable construction. fwiw, i don't see major problems on new construction (barring the occasional foundation failure)... all the problems i see are with remodels and additions that have been done without permits.

Lol. I had a slope on one side of my house. Got sick of mowing it, and put up a retaining wall. Called the city first, gave them detailed plans on a four foot high wall, asked about permits, was told I didn't need one.
Did all the work, leaving a three foot easement as per code. Get a letter in the mail two weeks later telling me I must get a permit.
Call them up and relay that I spent half a day at the planning office, yada yada, still have to buy a fence permit.

I'm fairly confident they just didn't get a permit because if you know what you are doing its a waste of time. They hired a contractor who they probably thought would do the legwork. I do stuff to my house all the time and I don't bother with permits for that exact reason; I know what the fuck I'm doing and I don't have time to waste while a city contractor gets off his ass to come look at it.

Also, I have to ask. How the fuck does someone manage to build a raised deck that falls down? It's really not that hard to do...
