The spirit bomb isn't just about raw firepower, it is an attack that is designed to destroy evil. It can't harm good things, Buu was pure evil which is why the attack completely destroyed him.
It also explains why the spirit bomb didn't kill Vegeta, because deep down there was good in him even then.

Freeza was always a tough nut to crack. He many not be the strongest in dbz but he's body is very durable. Dude is cut in half, caught up in a planetary explosion, floating in outer space and he still survived.

It brought him to the brink, Frieza is not only powerful but his incredibly fucking durable as well, he can survive in space, survived being cut in half, survived Goku's Kamehameha in a weakened state, and survived the destruction of Namek. Goku almost being able to kill Frieza before going Super Sayian is still impressive

Because unlike when Goku pulled the energy from a planet full of living people against Buu AND had the dragon refresh his energy after the attack had been fired, when he used it against Frieza he was drawing the power from a planet that was basically empty.
The spirit bomb that killed Buu had energy from 17 in it who was already park ranging and had a SSB level of power

Buu is the worst villain in all of dragon ball. Seriously the worst. A lot of people over look cell but he's still more compelling than buu. I would rather watch GT and super than ever revisit the buu saga
Buu in that form was the Buu that the Kais tried to stop before. In this form he is pure evil, not because of anyone he absorbed but because that is just the type of creature that Buu is.
