Now lets say he waits until after the election and then comes to congress with this info. He would be seen as withholding evidence for political gains.

He said that new evidence has arisen that has the potential to change previous testimony. He has an obligation to report when this happens. If he doesn't he is witholding evidence.
Also the reason he sent his letter to more Republicans is because more Republicans sit on the Oversight committee. Republicans are a majority in Congress.
