He is required to inform the house oversight committee about any new evidence in accordance to the subpoenas they issued earlier this year. This is new evidence Now lets say he waits until after the election and then comes to congress with this info. He would be seen as withholding evidence for political gains.

What they do with the information is not his business. His letter only stated facts. There was no attempt at editorializing. He made no mention of if the new evidence was "important."
He said that new evidence has arisen that has the potential to change previous testimony. He has an obligation to report when this happens. If he doesn't he is witholding evidence.
