It isn't because, even if fascism has similarities with capitalism, in the end they are economic systems with a lot of differences, particularly fascism pushing to have all the industries working for the country first and foremost, while capitalism is just making money at any cost.

He was actually designed that way, if I recall correctly. As in good ol' Stan whipped up an alcoholic arms manufacturer just to see how hard he could push a character the audience "should" dislike.

And then he became incredibly popular.

Italy was Corporatist, if I recall correctly. Treating large organizations as parts of your government to more easily control parts of your society isn't part of the whole free market thing capitalists have going on.

Tony Stark is supposed to be one of those characters who have a massive ego, but you root for them because a) despite all their bluster, they still care and go out of their way to help others in need, and b) because they earn the right to brag due to being every bit the competent badass they claim to be.

The problem is that Stark really doesn't give a shit about other people, and he's ultimately an incompetent twit who's only significant "accomplishment" was turning the US into a virtual dictatorship that focused more on punishing heroes while practically ignoring the actions of villains.

And yes, this is the fault of bad writing and years of character derailment, so Tony isn't inherently shit, but goddamn has he become the embodiment of how to mishandle this character archetype.

That's why a country like China in its current state is both communist and neo-liberal. Communist is the administrative system, neo-liberalism relates to their economic ideology.
