Out of all these ultron had the most potential, they should have played ultron closer to comics.
Kilmonger had potential, but like almost every Marvel villain he wasn't given nearly enough time to actually be villainous and develop as a memorable character. He doesn't even appear properly for like half the movie and he doesn't even start his plan, instead of stopping something devastating happening the good guys stop the bad guys shipping weapons so that attacks can occur a few days from now. If they got over the border what would have happened? Nothing except maybe revealing technology (which they did anyway at end of movie), no one was in danger until weapons were setup ready to go.
Klaww was a much more memorable antagonist. He already had backstory from previous movies, he had a distinctive and memorable appearance and fighting style. And even though the his motivations were litterally get rich, he felt much more threatening and felt appropriate for a light hearted TV show, which if we're honest is what the MCU is. A really expensive TV show that only has 2-3 episodes a year. Campy/gimmicky villains like Klaww who keep showing up suits the tone perfectly.

He never mentioned slavery being the source of his motivations. He was more likely referring to the treatment he saw afro-americans undergo (gang violence, police brutality, prosecution inequality, job market obstacles...) and feel for them being a half-bro or something.
True reason though is that he's really butthurt about his father being assassinated and him being left behind in a shitty hood even though he's royalty. It's pretty obvious he hates wakandians as much as white people.

What? Did you miss his woe-is-us speech to the museum director, or his whole spiel about "the ships carrying my ancestors"? His whole character dimension was strictly about slavery and using Wakandan tech to arm Black people so they could take over.
If you listen clearly to his rants throughout the movie, it's more about freeing blacks from CURRENT oppression hence the plan to send weapons to give them means to uprise.
The rest is purely to make sure the dumb audience understands that he's an anti white extremist.
And he's far from being one-dimensional. He clearly hates the "oppressor" but hates wakandians just as much. He pretends to be moved by a greater cause when really, his motivations are truly personal. And you're forced to feel for him despite all of it because it's obvious that he is just a victim of circumstances bigger than him, just like Zemo. That's what makes them great villains.
