I work on that area and the biggest problem is finding clients. I've found clients mostly from America though so I have no idea how the freelancing aspect works inside Brazil itself. We do have a good IT sector in the southern states (São Paulo, Porto Alegre, Curitiba) and if you have experience you should be able to find jobs there. But I don't think offering services to Brazilian companies from your country would be a good idea. Our currency is cheap now so it makes a lot more sense for Brazilian companies to export IT services instead of importing it.

São Paulo is probably the best choice for you as there are lots of IT companies there. You might struggle with the language because it's preferable that you already spoke it. Some companies offer language courses though. There's also the whole 'adapting to the culture' and everything, but you're a foreigner so most people will be pacient with you. Especially if you're white. And the pussy, man. You'll be drowning in pussy. Not joking. Brazillian women love foreigners. So, come to Brazil and have lots of white children.
