Damned if I know. He could be brought back from the dead somehow or make a reappearence through a flashback/dream sequence. Bottom line, the possibility of Toffee coming back isn't entirely unbelievable with two seasons remaining (possibly more if Disney approved a fifth season)
All the villains in Svtfoe are jokes sans Toffee. Even Heinous was reduced to Ludo 2.0 in season two with how nonthreatening she turned out to be despite that omnious sting from Saint Olga's
