Welp, for starters there's Max and Dave Fleischer's cartoons. The developers had their cartoons most in mind when making Cuphead.

The first main Looney Tunes character was Bosko.
1930s cartoons were the worst of the golden age. Not as well animated as the 1940s, not as groundbreaking as the 1910s/1920s, not as well written as the 1950s.
Generally it takes a lot from the old Fleisher stuff like Bimbo and Betty Boop, especially with how often characters transform. But a shocking amount of stuff comes from Disney's Silly Symphonies, so much so that I'm surprised no one has talked about it.
The Devil looks a lot like the Devil in Hell's Bells, far more than the Devil in the Fleisher cartoon Red Hot Mama.youtube.com
There's a lot of dancing flames in Fleisher toons. Fire acting like people is a classic cartoon gag in general. I know there's a "fire person" in Bimbo's Initiation but the biggest influence on the stage 3 dragon is probably Mickey's Fire Brigade. The ghost train level is a big wonderful reference to all the spooky themed golden age cartoons from Minnie the Moocher and Swing you Sinners from Fleisher to Disney's Haunted House and Mad Doctor-and of course Skeleton Dance. Skeletons were surprisingly common in old cartoons.
Although there's a lot of Disney in Cuphead there's Fleisher references as well. The Pirate is a clear homage to Bluto/Sinbad from the famous Popeye the Sailor meets Sinbad short. The bird boss also takes cues from the rokh bird from the short just like the dragon boss takes cues from the dragon in the short.

In the backgrounds for the dock level everyone hates, there's a billboard for Tyrus Gardens, referring to Tyrus Wong, the artist behind Bambi's aesthetic.
Also, while King Dice is the game's resident "Rotoscoped Cab Calloway" character, the way he attacks you in his boss fight with his gloves and the cards screams Thru the Mirror youtu.be
Cala Maria is a mashup of Betty Boop, the moth from Disney's Moth and the Flame (going off some behind the scenes material) and the Mermaid bosses from the Parodius games.

Cuphead looked promising in previews, though. Because 3D Realms kept hopping between engines, Duke Nukem Forever constantly looked like a tech demo. Even in the 90s people thought it was a troubled project.
The decades Cuphead take from tend to predate Looney Tunes, but there IS a bag of Acme plant food in the vegetable boss stage and the psychic carrot might be a reference to Invasion of the Bunny Snatchers.
Models show up in the Grim Matchstick and Djimmi levels referencing the multiplane models that often showed up in Fleisher cartoons (the best example of this is probably in the opening to Popeye meets Sinbad).
The Djimmi fight seems to reference the Popeye Arabian Nights trilogy (Popeye meets Sinbad, Popeye and the Forty Thieves, Popeye and Aladdin's Lamp). The Arabian Nights in general were popular fantasy film subject matter for the early 20th century. Thief of Bagdad and Son of the Sheik were major blockbusters for their day.

You aren't going to find any Disney shorts like it (because Disney used 3-strip and had an exclusive copyright on it for 3 years which they used to hurt the competition because Disney gonna Disney). You also won't find many Fleisher cartoons with two-strip. The earliest Color Classic cartoons use two-strip (including the first one-Poor Cinderella, which was the first time Betty Boop appeared in color-and with red hair because of two-strip color limitations) but by 1935 they switch to 3-strip when Disney's copyright expired.
So where can you find cartoons in two-strip? Look up Ub Iwerk's Comicolor cartoons such as Balloon Land which I think inspired those creepy balloons that explode in the circus run and gun stage.

This is The Goddess of Spring. It's from an old Greek myth.
Music Land, and Goddess of Spring, which was based on the Greek Persephone myth.
Fun fact: Goddess of Spring was an experiment by Disney animators to see if they could animate more realistic looking humans than the norm at the time (Popeye, Betty Boop, etc) for the upcoming Snow White film.

It's all about dashing. Especially invulnerable dashing that you can purchase at the beginning of the game. It is the main way to dodge damage.
Mikey's design was hardly unique. He was predated by Felix the Cat and there were loads of characters like him from Bimbo to Oswald to Bosko.

The idea of cartoons as kiddie entertainment only started after families got a tv at home, and stations realized that old shorts (not just cartoons but also stuff like Three Stooges) made a great way to fill the air time outside of prime time.
Since we're on the topic of golden age animation, was 20th century fox the only major film studio in the golden era to not have a major recognizable cartoon icon? Even studios like MGM had tom and jerry, universal had woody woodpecker, and fleischer studios was doing betty boop and popeye for paramount before the studio bought the company.
You can thank the executives at tv studios for making cartoons like childish. As animation moved from the theater to the television, executives wanted something that would bring in ratings at minimal cost. Limited animation was the rule, not the exception. They never looked as good as the golden era and usually were fairly bad because they expected only kids to like it.
I've never been a gamer but threads like this make me want to play this game just for the Sup Forums aspect.

It didn't go through development hell, at least not in the way we traditionally see it. When it was revealed the game was going to be a boss-rush game everyone complained that that was a stupid idea so the devs were strong armed to delay the game.
Ironically the boss rush aspect was the best part and people bitched over shit they knew nothing about.

Cinematic animation (especially shorts) are still pretty all around entertaining for all ages. See Pixar.
