That's not how it works. To increase the IQ of a population the upper half must get more children than the other half. This is not happening anywhere(haven't checked all population for every country though), and definitely not in Brazil.

What do you want me to say? It'll happen eventually. Even if by nature people of mixed blood, and naturally lower races have lower IQ's, you can still nurture them to become better people.
