It's all branding. He knows exactly how distinct he looks, and it's intentional. The Donald is a master at branding. He's had this exact same look since the early 1980s. Probably even before then.

Short answer: Both make him look younger.
Hair: He's had that hairstyle since he was young. It looked fairly normal back then, but now the style looks out of place. The weirdness is exacerbated by the fact that he dyes his hair, and clearly the dye job is damaging his hair and making it it frizzier. People say it's to hide his hairline, but his hairline isn't actually that bad (it's only a bit high at the temples). However, hiding his hairline does make him look younger.
Skin tone: Although it looks weird, it makes him look younger, healthier, and stronger.
Face it, the guy is 70 and he looks pretty strong and healthy.
