France is a presidential republic, the president is definatly the most important member of the executive power. He can disolve the government and even the assembly anytime he wants. Hollande is a pretty weak president and Walls a "strong" prime minister so it might sounds like the opposite right now but it's not true.
To be clear, the President has all the power but choose a Prime Minister to do most of what he decides and takes the blame if it fails while the President will focus on international stuff you can't really mess up.
