I rank it lower because it didn't become "Avatar" that you know and love until the last 3rd of the season where the first 2/3rds weren't great and had some of the worst episodes of the series

To be fair, you have to have a very high IQ to understand The Legend of Korra. The humour is extremely subtle, and without a solid grasp of theoretical element bending most of the jokes will go over a typical viewer’s head. There’s also Korra’s lesbianic outlook, which is deftly woven into her characterisation- her personal philosophy draws heavily from Narodnaya Volya literature, for instance. The fans understand this stuff; they have the intellectual capacity to truly appreciate the depths of these jokes, to realise that they’re not just funny- they say something deep about LIFE. As a consequence people who dislike The Legend of Korra truly ARE idiots- of course they wouldn’t appreciate, for instance, the humour in Korra’s existential catchphrase “I don't need any help” which itself is a cryptic reference to Turgenev’s Russian epic Fathers and Sons. I’m smirking right now just imagining one of those addlepated simpletons scratching their heads in confusion as Michael Dante DiMartino’s genius wit unfolds itself on their television screens. Also, not only it was just a few people that "saw" Amon, there was really no way to be sure it was him, as he was without his make-up. He might as well just deny it.

It took six months for the new government to be set in order with the military hanging around to make sure things didn't flair up. Bumi retired in that time frame so nothing bad was happening.

There was an entire government change based on their demmands, so i wouldn't say the equalists simply disappeared (in a certain way they even 'won'). The point is that they certainly didn't drop dead when their leader was unmasked-- to whoever even saw that.

Then Bumi's portion of the fleet moved in after the planes were grounded and all the Equalists could do is have whatever shock gloves and mecha tanks that were still with them. And we see the group help Tenzin and easily destroy the mecha tanks once the plot doesn't have to show the group in peril to provide false drama and contrivance.

It is unlikely most equalists actually wanted ALL benders to disappear. It was all about the benders who misused their abilities and the ones who glorifie bending itself. That said, objecting the council (that was composed of benders from each nation) was one of the main points of the equalists.

As i pointed out early, the equalists LOST, but some of their demmands were heard after months of political unrest. The movement didn't just disappear. It just happens that the movement could NOT fight a goddamn army of super-powered beings backed by every other nation in the planet.
