The entire fn state votes with postal ballots which are handed out like candy. In 2008 every single Canadian I worked with received ballots at their homes and apartments addressed directly to them. Apparently getting a drivers license is equivalent to filling out a voter registration card whether you're a US citizens or not. The institutional fraud is baked into the system.
