No one plans things out and works with teams ahead of time. They started working on Davy Jones before they started shooting. Now a days they don't give CG teams time at all. They also change things. When you do it ahead of time you can shoot for it and build it to match the shot. When you try to make it after the fact it's going to look mismatched.

Some truth to this, it's very difficult to have black actors in films because of lighting. Especially when a black and white character are paired together.

Because like anything it's down to skill. The barrier for entry in making this kind of CG is lower now so lots of people that aren't the best of the best are in the industry, and their product looks worse.

The rest of the guys beside Davey Jones don't look that great. Davey Jones is arguably the best looking CGI ever only because they pretty much spent every ounce of artistic talent on creating him. It's hard to have both quality and quantity especially when big budget movies have been perfected to a money making min maxed science of draining every last scent out of the mindless consumer. There's no reason to puter Davey Jones level effort into your CGI when people will eat up Marvel CGI and love it anyways.

When you shit out as many capeshit movies as Marvel does, they don't have enough time to refine it. That being said, their Apple tier sheep fanbase don't mind, so they have no incentive to bother. Other studios picked up on it and CGI as a whole hasn't become such a focal point.

Generally thing are much easier to cgi when the event happens at night. This is why Pacific rim 1 looks better then 2
