If I was put in charge of the world, and had to sort out how to resettle refugees and displaced people, countries generosity in how many refugees they took would be proportional to the nations resources and ability to take them on.

Honestly I'd say it boils down to primarily the lack of a culture of democracy in these countries. No doubt these countries almost certainly would operate better under a democratic system however adaptation of these ideals doesn't happen over night. Give it time and much like Europe worked its way into democracy so will the middle east and Africa.
