I can't agree to that. Early Worf is an angry Klingon barely containing his rage among aliens, his ideas are always shot down and you KNOW that pisses him off, but somehow he contains it. Later on he gains an annoying son, redeems his family's name and plays a hand in Klingon politics on the home world. There is drama and consequence to Worf's story progression.
Tuvok is all right, the lone voice of logic and reason in a crew of crazy people on an improbable quest back home. Then again, he is an average Vulcan.
